In practice, this means some neighbourhoods already have a connection while others are still waiting for the infrastructure to be finished. Once the installation passes its pressure test and technical report, we arrange the connection inspection with Enerya and complete the gas turn-on. That upper limit matters - it means you can switch to a heat pump without replacing your existing radiators; a full underfloor conversion isn't required.
